"GAI: Pro&Contra2025": welcome speech by conference Co-Chairs Vyacheslav Nikonov and Eduard Galazhinsky

Dear participants of the international conference!
We are glad to welcome Russian and foreign participants of our conference "Generative Artificial Intelligence in Economic and Social Sectors: Pro&Contra 2025". Its very name sets not only the breadth of the proposed scientific and practical discussion, but also draws attention to emerging problems in the application of artificial intelligence technologies and systems. The conference features an emphasis on managerial aspects related specifically to the use of generative AI, the breadth of the topics discussed, and attention not only to the opportunities that open up, but also to the risks and threats that arise. Surely, all participants of the conference today will agree that artificial intelligence is not just another new technology. We can clearly see that this is a new reality in our lives.
AI has rapidly expanded beyond the world of developers. It is already actively used in education, science, and the social sphere, changing our perception of the world around us, and sometimes creating virtual worlds very convincingly. And despite the fact that AI technology itself has been around for several decades, it is in recent years that we have seen its rapid breakthrough into all areas of our lives.
Before our eyes, AI is transforming fundamental and applied science: it helps to find new patterns, create new materials, construct models of global processes, and even put forward new scientific hypotheses. Modern AI is able to create new training courses with a full set of teaching materials in the shortest possible time, form personalized educational trajectories for students, taking into account their individual characteristics, and fundamentally change the field of production. At the same time, many difficult questions have arisen about the ethics and values that are embedded in the AI model, the transformation of many traditional specialties in the labor market, and legal conflicts related to the establishment of rights to the results obtained using AI.
Developers have taught AI to talk to us, users of technologies and systems, so that we intuitively attribute motivation, desires, and intuition to AI, and begin to confuse it with ourselves, often humanizing it. AI already knows how to write texts that we perceive as reality. And these are not only fakes, but also new narratives that can change our understanding of the world around us. It can even be assumed that AI developers often do not fully understand themselves what free access to models can sometimes lead to for users who are not very prepared.
We see how AI is beginning to influence security, economics, culture, and science. Today, we are regularly confronted with the fact that open AI models are actively used for "toxic" purposes. But we do not yet have a sufficient legal framework for the development and application of AI technologies and systems. On the one hand, these frameworks should not interfere with the development of AI, but on the other, they should create understandable restrictions on the development of models and their application. And we have already had such an experience with nuclear and genetic technologies in history. The regulatory framework being developed should allow for the development of AI, but not make it uncontrollably available. This is especially true for systems that affect security and perception of reality. That is why it is crucial that the name of our conference ends with the words "Pro et Contra".
The first experience of holding a conference of this kind was last year. It was held under the title "Generative AI in Science, Education, Economics and Public Administration: Pro&Contra". At that time there were only 3 sections and the conference was attended by 195 specialists, including from China, Italy, Uzbekistan, Kazakhstan, Turkmenistan, Serbia and Cyprus. The scale of the current conference has become noticeably larger. Its structure includes 8 thematic sections of different industry orientation, which are held in parallel in three cities – Moscow, Ufa and Tomsk. 22 Russian organizations of science and education participate in the organization of the sections, which ensured a wide representation of specialists in many fields. According to registration data, the conference is attended by more than 550 specialists from 9 countries - Russia, Belarus, Kazakhstan, Pridnestrovie (Moldova), Uzbekistan, China, Canada, Pakistan, Peru, representatives of 110 organizations of science, education, business, and government authorities. The scientific potential of the conference is also significant – 165 doctors and candidates of sciences of various scientific specialties participate in it. And since the registration rules provided the opportunity to participate in meetings of several sections, the total number of participants in all 8 sections was more than 1,000 people.
Dear colleagues! AI skills are rapidly becoming one of the most important elements of digital literacy, and maybe even digital culture. Large language models are no longer just tools and become environments for communication and reflection. But at the same time, we must learn how to use AI in such a way as to preserve the space of meanings and not become hostages of ready-made answers. We wish all participants of the conference, both those who give presentations and those who joined to get acquainted with the results in a particular field of AI application, enrich themselves with new knowledge, find interested partners and get an impetus for further development in this new digital reality.
